The main water problems facing the world, both
in the present and the future, are due to water
quality problems rather than to actual physical
scarcity of water. At present, the world’s physical
water scarcity problems can be solved with the
existing knowledge, technology and funding
availability since water management practices in
the world are generally becoming more efficient
in terms of water quantity. One example is that of the United States, which now
uses 5% less water for all purposes, compared to 1975, in spite of a much higher
level economic development and population growth.
In contrast, water quality management has not made commensurate progress, not
even in the developed world. While in Western Europe and North America, point
sources of pollution from domestic and industrial sources have been mostly resolved,
even then, more than 9,400 of the 25,000 sewage systems in the United
States have violated the Clean Water Act of 1972 in recent years by discharging
partially treated wastewater into the environment. In addition, non-point sources
of pollution, primarily from agricultural sources, still continue to be a serious problem.
The nitrate and phosphate contents of most rivers of the developed countries
are still on the high side, and have to be reduced in the future. It still has to be
determined how this can be achieved technically, cost-effectively and in a timely
Unfortunately, all over the developing world, neither point sources nor non-point
sources are being managed properly. For example, in Latin America as a whole,
research carried out by the Third World Centre for Water Management indicates
that only about 10–12% of point sources are now being properly treated and then
discharged to the environment. The situation is likely to be somewhat similar in
Asia and probably worse in Africa. The continuous neglect of good water quality
management has resulted in most water bodies in and around urban areas of the
developing world being severely contaminated.
A major water quality problem of the developed world is now emerging contaminants
such as pharmaceutical products, natural and synthetic hormones, drugs
with hormonal side effects which are now present in surface water in minute quantities.
While their impacts on aquatic ecosystems like fish have been observed to
be harmful, their health impacts on human being are still unknown.
This is an area that will require further research in the future and for which
large amounts of investment are needed.

In terms of financing, multilateral development banks are investing less than 5
percent of their funds for water and sanitation-related developments. Unfortunately,
in most developing countries, conventional funds available for investments in
the water sector (including water quality) are grossly inadequate. In other words,
the public sector cannot provide all the necessary funds for the development and
the management of the water sector, and the investments currently available from
the private sector and the multilateral and bilateral funding agencies are not
enough. Thus, the overall issue of how to meet the investment needs for the water
sector (including water quality) needs urgent attention. Current trends indicate
that the gap in funding, between what is needed and what is available, is likely to
widen even further in the future. Thus, the funding requirements for water quality
management, and how this funding can be obtained on a sustained basis in the
future, are important issues that need priority discussion and resolution in the
coming years.
Kauffman (2010) cites the cases of some developed and developing in terms of
needed investments for the water sector. In the case of the OECD countries, their
challenges include replacement of ageing water infrastructure (considered as the
least performing infrastructure sector by the American Society of Civil Engineers),
comply with increasingly strict environmental regulations and, in many cases, and
growing requirements to separate the sewer system from the drainage. It is calculated
that United Kingdom and France would need to increase spending by 20% to
maintain current services, while in the case of Japan and Korea, this figure will be
in the order of 40%. For United States, the US Environmental Protection Agency
estimates the investment needs to be $192.2 billion (for treatment of wastewater,
repair and purchase and installation of new pipes). To this amount, $63.6 billion
should be added for combined sewer overflow correction. Overall, OECD estimated
in 2007 that annual expenditures on water and wastewater services (both current
and investment) will be in the order of $600 billion in 2025 for OECD countries
(half of which will be for Mexico and the US), and $400 billion for the BRICs (half
of which for China).
For Latin America, yearly investments are estimated to reach $141 million in
Argentina, $586 million in Brazil and $227 million in Mexico. Finally, for countries
such as Burkinafaso, Ghana, Kenya, Mauritania, Mozambique, Senegal, South
Africa, Uganda and Zambia, the annual investments necessary to reach their water
supply and sanitation goals are around $884 million and $655 million per year,
Finally, while economic instruments (bulk water charges, water rights, tradable
permits, polluters-pay principle, incentives when necessary, etc.) can be of significant
assistance in improving the existing water quality management practices, a
combination of economic instruments and command and control system is likely to
provide an efficient approach to water quality management. Institutional innovations,
as well as major strengthening of their capacities, are necessary. Moreover,
legal and regulatory regimes need to be carefully tailored to meet the technical,
social, economic and environmental requirements of the specific countries and
regions in order to achieve progress in sustained manner. Otherwise, investments
alone will never be enough to cover the increasing needs of the water sector.

3C Membrane AG is an industrial company, active in the production and worldwide sales of
innovative ceramic filter elements, leading in price and performance. The plant in Halberstadt
was built in 2003 with an investment of over 8 million EUR and commands one of the largest
capacities world wide for the production of ceramic membranes.By consistent and ongoing
development of the ceramic multi channel membranes as well as innovative form geometries
and structures in 3C products, a substantial increase in available filtration area per running
meter can be claimed. This already leads to a significant gain in the price/performance relation.
The improvement in the coating of the membrane surfaces enhances the filtration performance
and reduces blocking.
New module geometries and cartridge seal concepts as well as an optimized flow, boost the
available filtration area- and performance. By these developments, 3C's ceramic filters can
more than compensate for previous disadvantages against polymer membranes, combining
performance, membrane area, module design, capital- and operational expenditure. Thus the
enterprise may enter large quantity markets with its innovative ceramic membranes that
have so far been reserved for polymer membranes. The known strengths of ceramic membranes

products, suitable for the following areas: drinking water and water treatment, water

applications, bio technology and food technology. An enormous sales potential opens for the

A new and unique combined water purification / softening system for generation of
soft and aseptic (legionella free) drinking water. The novelty of the procedure is that
calcium hardness (calcite) is converted by an active anode (AQUABION®) to the
aragonite and filtered by the membrane. The modified cristaline structure is preventing
the scaling of the membrane: it is easily flushed out during regular flushing of
the system. By filtering out the calcium, the water is softer and more pleasant for
the user. If necessary, a second AQUABION® can be installed downstream, to protect
the pipes and installations against corrosion.
Besides the benefits of healthier, safer water / drinking water, the system will lead to
cost savings through reduced maintenance costs. The AQUABIONMEMBRANA system
is environmentally friendly by avoiding the conventional regeneration salt used for
example by ion exchange systems. Also it does not need - in contrast to the ion
exchanger - any additives against corrosion. The corrosion protection is provided by

A new method for treatment of water in cooling systems. The new system saves
significant cost (chemicals used to treat corrosion, scaling and micro-organisms such
as polymers, phosphates, azoles, biocides, etc., and maintenance), reduces water
(fewer water exchange cycles needed) and energy consumption (less deposits), and
protects the environment (waste water). In addition, the risk of legionella contamination
is prevented.
The DAT process protects the cooling circuit against corrosion and or reduces those
effects when used in existing structures. The system consists of several coordinated,
partly patented, components that are installed within the circulation circuit and in the
water supply, as well as a specially programmed process control system for remote
monitoring and readjustment. Amortization calculations are programmed in-house
and there is an acquisition process in place that tightly coordinates the steps from
the first contact through water tests until the placement of the order.

In the western hemisphere, the shortage of drinking water is becoming an issue even
though a real shortage is still far away. What has been discussed in the media and at
science symposia in recent years is already a reality in the southern hemisphere.
Worldwide, over one billion people have no access to clean water supply, additional 1.5
billion have just limited access to safe drinking water.
The problem is usually not water shortage as such, but the lack of disinfected, drinkable
water. In Africa, Asia and South America, the water is often found contaminated with
coliform bacteria, legionella, salmonella and others. According to the UN, 80% of all
illnesses and cases of death in developing countries derive from an insufficient and
unclean water supply.Over 50 % of the hospital beds are occupied by people who suffer
from diseases caused by contaminated water. And it is always the most vulnerable who
have to pay the highest price: Each day 5.000 children are dying because of polluted
water. Many NGOs have already recognized the problem of potable water and are
working to address this area.
Among others, Helioz developed an inexpensive and easy to use device, which indicates
the microbial reduction in water through solar disinfection and thus ensures untrained
users an adequate supply of drinking water.The device – called WADI – is made of
recyclable plastic in the line of “cradle to cradle-design” and with its built-in solar
panel, WADI works energy self-sufficient and totally service free for at least 5 years.
The concept of solar water disinfection is suitable for daily usage and the handling of
WADI is easy: Just put it on the water filled PET bottle like a screw cap, put it into the
sun and wait. As soon as the display shows a smiley face, the water is drinkable. The
price of one WADI will be approximately 6 EUR per piece.

We are an Austrian aid organization that specializes in building drinking-water wells
around the world.
Our team has taken up the challenge to set up drinking-water wells in the first
instance in areas where there is an extreme shortage of drinking water and thus to
provide the people there with access to clean drinking water.
These official drilling projects are registered by name and are almost exclusively
financed by means of donations. Naturally, all donations are committed to the stated
purpose, directly “flowing” into the projects. -Dietmar Stuck, Jr. (Supervisor of well
construction) has been operating in the field of drinking-water well drilling for more
than 10 years. -
All work is carried out solely by companies in the respective country. The reliability of
these companies is checked by us personally. -Numerous drinking-water wells in
areas with shortages of drinking water are not constructed professionally. There are
many cases where mending is required after only 3 to 6 years. Sand filling or corrosion
have made it impossible to get water out of these wells. Such mending is often as
costly as acquiring a new well. -Dietmar Stuck, Sr. and Dietmar Stuck, Jr. have the
gift to divine for water through radiesthesia (dowsing by rods and pendulums).
People who support us may come along with us to our projects in Africa. So they can
get an impression of our work on site and be present at the water festivities.
