Специфична цел 1.1 „Създаване на клъстери и развитие и внедряване на иновациите и техноло-
гично обновление на средствата за производство”
Важна роля за постигане на устойчив икономически растеж в ЮЦР ще има създаването на клъсте-
ри в областта на туризма, селското стопанство, горското стопанство, електротехническата промиш-
леност и добивната индустрия, свързана с енерго- производството.
Приоритет 2
„Развитие и модернизация на техническата инфраструктура и градската среда в ЮЦР”
Специфична цел 2.1 „Развитие и модернизация на регионалната и местната транспортна инфра-
структура”
Най-голямо значение за интегрирането на Южен централен район с националната и европейска
пътна мрежа имат, автомагистрала „Марица” и път Е-80 като част от европейския транспортен кори-
дор №4 , автомагистрала „Тракия” и път - Е 773, като част от коридор № 8 и път І – 5, който е част от
пътната инфраструктура на коридор № 9.
Специфична цел 2.2 „Развитие на техническата инфраструктура – ВиК мрежи, енергийни мрежи,
третиране на отпадъците”
Подобряване техническото състояние на ВиК инфраструктурата (в изпълнение на Директива
на Съвета 2000/60/Ec и Директива на Съвета 91/271/EEc ), подобряване на системата депониране
и преработване на отпадъците (в изпълнение на Директива 75/442/ЕЕС за отпадъците и Директива
1999/31/ЕЕС за депониране на отпадъци) и изграждане на инсталации за използване на ВЕИ.
Специфична цел 2.3 „Развитие на информационно-комуникационни технологии”
Осигуряване на широколентов достъп и възможност за въвеждане на он-лайн услуги от публич-
ните власти за преодоляване на бюрократичните пречки пред бизнеса и жителите от Южен центра-
лен район.

Специфична цел 2.4 „Развитие на устойчива градска среда”
Интервенциите са насочени към подобряване на физическата среда и изграждане на адекватни
транспортни системи, подобряване на жилищната среда, благоустройство на градовете и прилежа-
щата територия, и осигуряване на достъп до обществени сгради на лица с неравностойно положе-
ние.
Приоритет 3
„Подобряване на социалната инфраструктура”
Специфични цел 3.1 “Създаване, развитие и пълноценно използване на системи за професио-
нално обучение и квалификация”
Развитие на конкретни и ефективни форми на обучение през целия живот, в съответствие в Лиса-
бонската стратегия, създаване на адаптивни схеми за квалификация и преквалификация на работна-
та сила и особено на младите хора.
Специфична цел 3.2 „Подобряване на образователната, социалната и културна инфраструктура”
Специфичната цел обхваща допълнително подобряване състоянието на образователните и кул-
турните институции, тяхното модернизиране и обновяване.
Приоритет 4
„Укрепване на институционалния капацитет на регионално и местно ниво за подобряване
процеса на управление и подпомагане на инициативи за
регионално и местно развитие”.
Специфична цел 4.1 „Подобряване на местния капацитет за въздействие върху развитието на
района”
Укрепването и повишаването на институционалния капацитет на регионално и местно ниво ще
спомогне за възприемане на предложените реформи в политиката за сближаване на Общността, за
създаване на капацитет за по-добро усвояване на средствата от Структурните фондове и Кохезион-
ния фонд, програмно проектиране, наблюдение и оценка и по-добрата политика на тези нива, ще
съдейства и за осъществяването на публично-частни партньорства в различни сектори на икономи-
ката, инфраструктурата и социалната сфера.
Специфична цел 4.2 „Развитие на трансграничното, междурегионалното и транснационално
сътрудничество”
Да се изгради партньорство за сътрудничество, модернизация на трансгранична инфраструктура,
подобряване на капацитета на общините, осъществяване на съвместни проекти за икономическо
развитие, опазване на околната среда, туризъм, културен, образователен обмен и работа в мрежи.
Общи оценки за необходимите ресурси
Общата оценка на необходимите ресурси не представлява финансов план, а експертна оценка на
необходимите финансови ресурси за реализиране целите на Регионалния план за развитие на Южен
централен район.
По отношение на финансовите средства общата оценка обхваща четири основни направления:
• национално публично финансиране (републикански, общински бюджети), както и финансови ре-
сурси от други източници – публични фондове, предприятия,
• фондации, асоциации, сдружения и др.;
• европейски средства (от фондове на ЕС);
• международни финансови институции;
• частно финансиране (частни фирми, банки, застрахователни компании и др.).

От данните в Таблици 20 могат да се направят следните изводи:
•
за Националната стратегия за регионално развитие на Република България са разчетени общо сред-
ства за периода 2007 – 2013 г. в размер на 7 531,6 млн. евро, 16,89 % или 1 272,4 млн. ЕВРО са национално съ-
финансиране, 29,36 % или 2 212,0 млн. ЕВРО от Кохезионен фонд , 990,5 млн. ЕВРО или 13,15 % от Европейския
социален фонд и 40,6 % или 3056,7 мл. ЕВРО;
•
за Южен централен район за периода 2007 – 20013 г. са разчетени средства в размер на 1 522,9 млн.
евро, в т.ч: 257,3 млн. ЕВРО са национално съ- финансиране, 447,3 млн. ЕВРО от Кохезионен фонд , 200,3 млн.
ЕВРО от Европейския социален фонд и 618,0 мл. ЕВРО от Европейския фонд за регионално развитие;
•
с най – висок относителен дял от средствата за реализация на Регионалния план за развитие на Южен
централен район за периода 2007 – 2013 г. е тази на ОП „Транспорт” с 25,72 % , ОП” Околна среда” – 23,29 % , ОП
„ Регионално развитие” – 20,54 % и др.
•
в инвестиционните разходи, не са включени средствата по Програмата за развитие на селските райо-
ни, финансирани от Европейски земеделски фонд за развитие на селските райони (ЕЗФРСР). За периода 2007
– 2013 г. приноса на ЕЗФРСР общо за Република България ще възлезне на 2 609,1 млн. ЕВРО (без националното
финансиране);
•
средствата от Програмата за развитие на селските райони са насочени към 264 общини в България, в
т.ч. и за 68 броя общини намиращи се на територията на Южен централен район от ниво 2. Това са средства,
които също ще спомогнат за постигането на главната цел на регионалното развитие за периода, а именно: по-
стигане на устойчиво и балансирано развитие на районите в Република България.
•
при разпределянето на средства от Структурните фондове на ЕС и Кохезионния фонд за 2007-2013 г.,
отнасящи се и до Южен централен район от ниво 2, са взети предвид последните промени в изготвянето на
програми на СФ на ЕС и Кохезионния фонд (Регламент на Съвета l (Ec) no 1083/2006 от 11 юли 2006 г., който
полага общите разпоредби на Европейския фонд за регионално развитие, Европейския социален фонд и Ко-
хезионния фонд и отменя Регламент (Ec) no 1260/1999, Договора за присъединяване с България, (подписан на
25.04.2005) и приетите Финансови перспективи на ЕС за периода 2007-2013 г.).

ИНДУСТРИАЛНИ ЗОНИ В ОБЛАСТ ПЛОВДИВ
В последните 10 години Пловдив се утвърждава като развит индустриален и логистичен център.
Инвеститорите са привлечени от развитата пътнотранспортна и жп мрежа, наличието на летище и не
на последно място от квалифицираната работна ръка.
На територията на Област Пловдив има изградени четири големи производствени зони, които
се нуждаят от рехабилитация и преструктуриране. По тази причина чуждестранните и български
инвеститори предпочитат да инвестират “на зелено” в новосформиралите се околоградски индус-
триални зони по “Карловско шосе” и “Голямоконарско шосе”. Според данни на консултантската ком-
пания “Колиърс интернешънъл “ през първата половина на 2009 г. общият обем на логистични и ин-
дустриални площи в Пловдив е достигнал 852 хил. кв.м, като отбелязва 8% ръст. Разпределението
на индустриалните площи е доста разпокъсано, като 32% са в Югоизточната (“Тракия”) и Северната
индустриална зона на Пловдив. Най-интензивно развитие през последните години обаче се отбеляз-
ва в индустриалните зони “Раковски” и “Марица”. Новото строителство остава концентрирано в зона
“Раковски”, която е най-успешният досега логистичен проект за България. “Раковски”, освен че е една
от първите и най-бързо развиващите се индустриални зони в страната, разполага с най-високата
концентрация на чуждестранни инвеститори. Веригата “Кауфланд”завърши втората фаза на централ-
ния си дистрибуционен склад (РЗП 30 хил. кв.м) и сега строи нови 27 хил. кв.м.
С голям потенциал за развитие предвид близостта с обновеното летище и предстоящото магис-
трално разширение на пътя Пловдив - Асеновград е Промишлено-търговска зона “Куклен”, в която
усилено се изгражда инфраструктура и се присъединяват нови територии.
ПРОМИшЛЕНО-ТЪРГОВСКА ЗОНА “МАРИЦА”
заема площ от над 3 млн. кв.м на територията на община “Марица”, само на 6 км от центъра на
Пловдив. Стратегическото й местоположение край магистрала “Тракия” осигурява директни връзки
с европейските транспортни коридори iv, viii и X.
До момента изградените предприятия и бази заемат обща площ около 700 хил. кв.м. В зоната ра-
ботят заводи и функционират складове и търговски представителства на международни и български
компании. Първият инвеститор е “Агри България”, дъщерно дружество на ferrero group, последван
от liebherr, чийто завод за хладилници и фризери се простира на терен от 100 хил. кв.м и над 60 хил.
кв.м РЗП и socotab с предприятието за преработка на ориенталски тютюн, изградено върху терен от
140 хил. кв.м, с 52 хил. кв.м РЗП.

В зоната се установяват търговски и сервизни представителства на “Балкан Стар” - генерален
представител за България за марките mercedes, chrysler, Jeep, mitsubishi, dodge, setra и на “Хюндай”,
завода за производство на електротехнически съоръжения на schneider Electric, фабриката на shell
gas, базата на linde за електрокари, завода за сухи строителни смеси на maxit, логистичния център
на “Белла България” - fresh logic, с площ от 35 хил. кв.м и други.
ИНДУСТРИАЛНА ЗОНА “РАКОВСКИ” е разположена на терен от 815 хил. кв.км в землището на
село Стряма и отстои на 14 км от Пловдив и на 8 км от магистрала “Тракия”. Нейното изграждане стар-
тира през 2004 г. благодарение на частната инициатива на фирма “Сиенит” – Пловдив, подкрепена от
община Раковски, Българската агенция за инвестиции и Германско-българската индустриално-тър-
говска камара.
Възможността за бърз старт на дейността е едно от най-големите предимства на индустриалната
зона, което привлича в зоната инвеститори като abb group, ixetic, kaufland и др. Теренът е предназ-
начен за индустриално строителство, има добре изградена инфраструктура, която е в процес на
постоянно усъвършенстване. Към момента са заети 85% от площите на зоната. Първият инвеститор,
който стъпва в “Раковски”, е британският производител на автомобилни компоненти william hughes.
Той е последван от kaufland – Германия, feinjersey – Австрия, lampshades – Испания, lunatone –
Австрия, “Интерцитрус” – България, “Сиджи транс” – България, Percotex – Испания, Zobele – Италия,
ixetic – Германия, brunata international – Дания, “Суит Уърлд” – България, и abb group. Общо над 15
чужди и български производствени предприятия и няколко логистични бази, повечето от които пла-
нират разширяване на дейността. Най-големият засега проект в зоната е Централният логистичен
склад на “Кауфланд България”, изграден върху терен от 160 хил. кв.м.

ПРОМИшЛЕНО–ТЪРГОВСКА ЗОНА “КУКЛЕН”
е разположена срещу Комбината за цветни метали, само на 10 км югоизточно от Пловдив. В зоната
се работи за създаване на най-благоприятни материални, административни и инфраструктурни ус-
ловия за инвеститори, които да разположат на територията на зоната своята производствена, скла-
дова и търговска дейност.
Поетапно се изпълнява инвестиционният технически проект за инфраструктурно осигуряване на
ПТЗ “Куклен” АД, която към момента разполага с 570 хил. кв.м с разрешителен статут за промишлено
застрояване.

in accordance with the requirements of Eu regulation 1059 / 2003, regulation (Ec) № 176 / 2008. and
the regional development act, in force since 31.08.2008, the south central region is formed by the regions
of Plovdiv, Pazardjik, smolyan, kardjali and haskovo.
TERRITORY AND POPULATION
south central region occupies 22 365.1 sq. km. area, constituting 20.1 percent of the territory of bul-
garia. the number of inhabitants is 1545 785 people, equal to 20.2 percent of the total for the country.
the population density is 69.3 persons per sq. km., Equal to the average for the country. the population of
Plovdiv - 118.2 p. / sq. km.is well above the national average and the highest total-715 816 . the population
of Plovdiv towards 31.12.2007. is 343 thousand.

the territory of Plovdiv district ranks fourth among the 28 areas of bulgaria and covers an area of 5972.9
square kilometers, which is 5.4 percent of the territory. agricultural land represents 58% of the total area
of forest and 31%. settlements were 215, divided into 18 municipalities, the largest of which is the Plovdiv
municipality.
ECONOMIC PROFILE
the economy of the south central region for 2008 is characterized by a sustained growth in the proc-
ess of restructuring and adaptation to market requirements imposed by the process of globalization and
intense competition in various economic sectors and between regions, both within the Eu and globally. as
per general economic indicators the region remains second among other areas. south central region has a
considerable economic potential, based on traditionally developed economical relations, favorable natural
and geographical factors, transport links and quality of human resources.

the gross domestic product in the country increased with 6.2 percent as compared to 2007. average
gdP per person in the south central region was 6359.4 leva, which is below the national average -6411
leva as per this indicator. Plovdiv district has the highest indicator of gdP / per capita in the south central
region - 6613.77 Eur
according to preliminary data in 2008 one employee in national economy produces an average of 17
397 Eur of gdP at current prices.as compared to the previous year, the national labor productivity per
employee in comparable prices, shows an increase of 2.7 %.

that there are no significant disparities between areas in the south central region, ie there is a relative bal-
ance between them.

closer to the parameters of the Eu countries. the figures are clear and uncompromising.
the south central region reached only 10.90 percent of the same Eu reported indicator -27.

as compared to the countries and regions in the Eu, the gdP growth in the south central region,
though at a faster pace, still ranks the region at one of the last positions as to achieved level of economic
development and overall contribution. the south central region produces a gdP worth of 4210.3 million
for 2007. which accounted for only 0.034 percent of the gdP produced in the regions of the Eu and of
0.047% of the Eurozone regions (16 countries).
in the structure of the 2008 gva / gross value added/ for the country, the contribution of the south
central region by economic sector is characterized by a relatively small share in total value added produced
in services, while the industrial and agricultural sectors have an above-average share for all areas.

the internal regional distribution of gva or the contribution of key economic sectors to the develop-
ment of regional economy in the south central region shows some differences from the national average.
in the services sector is formed a 12.09 percent share of the total gva for the country in 2008, the south
central region ranks second after south west region in the sector of industry - 17.37 percent, while the
contribution in the sector of agriculture, forestry and fisheries is 24.50% and is the highest compared to
other areas in the country.
the structure of the regional economy of the south central region calls for maintaining a sustainable
and high growth rate of the service sector restructuring and increased investment, expansion in the indus-
trial sector and particularly the industrial production, diversification and ecofriendly approach, efficiency
of the agricultural activities and forestry. such measures are necessary to meet the increased investor’s
interest in the region for the development of specialized and high-tech industries, development of a more
diversified tourism (except for winter and spa tourism), providing quality business services, including those
related to improving transport and environmental infrastructure.

Agrarian 
the south central region includes the Plovdiv district as a major agro-industrial area in bulgaria. it con-
centrates 1/7 of the arable land, 12% of tangible fixed assets and 14% of the workforce of our country. one
of the key indicators, giving a characteristic of economic infrastructure in the region is its multi-sectoral
character. highest share is occupied by the food sector that provides 26 percent of the industrial produc-
tion of the city and region. it is followed by the ferrous metallurgy, the production of electricity and heat,

mechanical and metalworking, pulp and paper industry, extraction and processing of wood, etc. within
domestic industry there is a number of many companies operating successfully in the textile, footwear,
clothing, electrical, chemical industry and many others, almost the entire spectrum of industrial sectors.
another important sector in which the district takes a leading position is tourism with a focus on spa.
the structure of businesses in the south central region is dominated by micro-businesses (up to 9 em-
ployees) and small companies (from 10-49 employees). their total number is 50,278 or 18.13% of the total
in that category for the country and 97.83% of companies in the region. this kind of enterprises realized
13.38% of the net sales revenue and holds a 12.00% share of long-term assets from the same type of en-
terprises ,in total the country. the profitability of their sales is respectively 10.15% and 5.18%, ie lower than
the national average for these categories of enterprises.

large firms (250 + employees) in the south central region at the end of 2007 amounted to 142 against
176 towards the end of 2004. the realized net incomes from sales of such businesses in 2007 represent
9.18% of the total for the country and hold 9.22 % of the long-term assets for this category. as to large
companies in the south central region, we can observed a positive trend in profitability of sales - 8.31%
and their operating profitability - 9.26%.
according to incomplete data for 2008 the services sector has the biggest contribution in is an area of
Plovdiv with a share of 56.7%, industry - 49.27 percent, the agricultural sector - 39.67 percent .

Employees in the companies from the non-financial sector in the south central region for the period
2004 - 2007 decrease with 61 025 , at a growth for the country of 251 780 . nevertheless, they realized a
reported growth in sales revenue for the period 2004-2007 in an absolute value of bgn 4 823 571 000 or
22.05% .
the positive trend for the same reporting period is kept in the lta/long-term assets - growth
from bgn 1 583 358 000 or 18.49% ,as well as an increase in the profitability of sales and operational
profitability.
the allocation of fixed assets in the productive sector of the region is uneven, as the main imbalance is
created by the presence of the predominant amount of assets on the territory of Plovdiv.
acquisition costs of tangible assets (dma) in the south central region at the end of 2004 amounted to 1
520 813 thousand bgn to reach 3 479 711 thousand at the end of 2007., respectively 15, 28% and 12.68%

of the total for the country. growth in expenditure on acquisition of tangible fixed assets in the south cen-
tral region for this reporting period was 1 958 898 thousand or 56.29%.
at the end of 2004, dma acquired in the south central region have a value of 1 285 809 thousand or
14.76% of the total for the country and at the end of 2007 they reached 2 723 910 thousand or 12.17%.
faster growth of expenditure on acquisition of tangible fixed assets during the reporting period, compared
with the acquired dma will reflect negatively on the economy of the region and particularly in the uncom-
pleted building.
south central region has a considerable potential for expansion and diversification of the regional tour-
ism product and services which are to be implemented in order to increase the competitiveness of the
region as a part of Eu regions. with revenue from tourism activities the region ranks fourth among the
regions in the country, the 2007 revenues from accommodations exceeds Eur 60 million, equating to a
share of 8.9% of total revenue for the country.
still the region is predominated by the seasonal model of winter recreation and tourism and the market-
ing of tourism products for domestic tourism is gradually, but not enough improving as to the the quality
of services provided. it is necessary to seek new forms and products in tourism, which requires a better use
of natural, cultural, agricultural and business potential of the region and especially a large number of qual-
ity tourism products for international tourism.
as compared with European regions having similar socio-economic and natural characteristics, the indi-
cators of tourism development and quality of tourist services for the south central region are much lower.
restructuring and modernization of the industry, complementing the seasonal tourism alternatives, and
ensuring the sustainable integrated development of tourism in the region are confronting competitive
economic pressures within the Eu and globally, too.

the majority of the material basis for tourism and services are concentrated in and around settlements
with significant resorts - spa treatment, cultural and historical attractions and resort areas and develop-
ments in the region of the rhodopes. the region has many other natural and anthropogenic factors and
areas - rivers and lakes, caves, landscapes, religious and cultural sites, places of ethnographic significance,
monuments and sites of archaeological value that could be used more fully to diversify the tourism prod-
uct and increase revenue and year-round employment in several parts of the region. the region has gained
a substantial international experience in business tourism and congress tourism , related trade and indus-
trial exhibitions, mainly in Plovdiv. the agricultural potential of the region is also crucial for the develop-
ment and diversification of tourism.

INVESTMENT ACTIVITIES
foreign direct investment in bulgaria for 2008 amounted to Eur 12 053.7 million and were 27.4 percent
less than those in 2007 (16 601.0 million). direct investment abroad increased in 2008 to 934.9 million , as
compared to the increase of 385.3 million in 2007.
by the still incomplete data , there is a significant increase in the investment in fixed assets (lta) in the
south central region for the period 2004 -2008, reported in the “trade” sector,i.e an increase of bgn 1 741
012 . investments in agriculture and forestry remain with a relatively low growth.

there is growth in the share of foreign investment in the south central region in the sector of renew-
able energy sources.
the strategy for sustainable development of the republic of bulgaria provides for wider introduction
of renewable energy, by 2010 their share should reach 12% of the total electricity production, but by 2020
- 20%. the greatest hopes are relied on small hydro- and wind plants.
increasing the share of electricity produced from renewable energy sources is associated with reducing
greenhouse gas emissions and reducing the negative impacts of global climate change.
according to the “national long-term program for promotion of the use of renewable energy sources
2005-2015 “, the available capacity from various renewable energy is estimated at about 6000 million mw
annually, which includes water, wind, solar, geothermal and biomass. the cost of electricity production
from renewable sources are the only ones with a downward trend until 2030 .
Electricity production from water-power stations covers 7.3 percent of gross domestic electricity con-
sumption in the country. Power output of wind generators in 2007 was 46.8 gw h, which is 17% of the
gross production from renewable energy sources, but increased on the basis of preferences provided by
the Energy act.
better conditions for investment in scr are found also in photovoltaic solar installations. assessment
of the state Energy and water regulatory commission (regulator body) indicates that the average annual
production of photovoltaic modules (which directly depends on the total annual solar radiation going
onto the horizontal surface) ranges from 1400 to 1600 kwh / sq. m. the average annual sunshine is about
2100 hours.
currently, the economic and political situation in the country allows the use of strong incentives for the
realization of projects in renewable energy sources. this is especially true for investment in photovoltaic
generators where the average Eu funding is at least 50 percent for private projects. in compliance with the
financial program of the Eu for bulgaria in 2013, the bulgarian government has already adopted an Euro-
pean commission proposal to measure “the access to sustainable and efficient energy resources” (which is

an integral part of the operational program “regional development”) ,to include new activities associated
with investments in plants using renewable energy sources. at the same time the use of solar photovoltaic
panels, converting natural daylight into electricity, are the most environmentally friendly methods as com-
pared to other known cases of renewable energy sources. Quite rightly , such projects are primarily funded
by the Eu structural funds. financing of municipal and regional projects remains almost entirely free by
the oP “regional development “.
in the south central region there is potential for using renewable energy sources, but there is also a
great potential for use of water and solar energy.
research on the issue of wind energy potential showed that in the south central region there is no suit-
able sites for building wind turbines.
considerably more favorable in terms of economic efficiency are the conditions for the construction of
small water power plants in the mountainous parts of the region.
solar energy can also be used to efficiently generate electricity. depending on the hours of annual
sunshine radiation , bulgaria is conditionally divided into three zones with respect to the use of solar en-
ergy. the main users of solar energy in our country are the hot water heating systems for residential, and
commercial sites. we have not yet installed photovoltaic systems. large part of the south central region
has areas where the natural conditions for the use of solar energy in order to produce electricity. there is
a preparation for launching a project to build a photovoltaic plant for electricity production in the region
of svilengrad, in partnership with leading companies from the Eu. it is envisaged to install 10 photovoltaic
power plants each with capacity 5 mw by 2010 Photovoltaic systems are projected to be built in benko-
vski, municipality maritsa municipality, golyam chardak - Plovdiv municipality, Elhovets village ,municipal-
ity of rudozem which are at the stage of solar energy audit.
the policy to protect and restore environment is related to certain public construction costs of environ-
mental infrastructure, research and assessments of the quality of the environment. the costs of environ-
mental protection in the country for 2007 amounts to bgn 1 164 817 000. in the south central region the
incurred environmental costs were 13.14% of those for the country.

there is a typical increase in the costs for conservation and environmental restoration in the south
central region in the period 2004-2007 up to bgn 87 592 000 in 2007 and in previous years, the largest
expenditure on the preservation and restoration of environmental environment are made in the Plovdiv
region - 33.2 percent of the costs for the region, followed by the haskovo region - 23, 6%. lowest cost for
protection and restoration of the environment are made in the kardzhali region - only 8.9 percent of total
costs for the area.

the structure of the population by age in south central region has the largest share of labor force
(63.4%), as there may pointed age ratios close to the average for bulgaria. dependency ratio of elderly
population above 65 years was 22% and lower than average. saving the negative natural increase in popu-
lation movement of the south central area, and this indicator for the area is around the national average.

in the employment of the population of south central region (an average of around 51.0%) there are
reported employment rates lower than average for the country (52.6%) – by data from 2007. Employment
by areas is relatively steady and ranges between 41 and over 50%. the weak and unsustainable growth
rate of employment is mainly due to delays in the restructuring of heavy industries in the economy of the
region, the weak development of the potential for diversification of industries with low added value and
scarcity or lack of effective and flexible mechanisms to generate a greater number of new and qualified
jobs. notwithstanding the growing volume of foreign and domestic investment in recent years to modern-
ize the industries and the development and modernization of the existing economic zones in and around
major urban centers, the region still needs more investment for a structural diversification of the agricul-
tural sector and the development diversification of the services sector, which would secure a faster pace of
employment growth in the region.

unemployment in the south central region shows a continuous descent during 2004-2007. from aver-
age levels of 18-20% for the region , to a level of 8.2%, which is lower than the national average / 9% / in
2006. this is a result of economic growth and investments.

the standard of living in the south central region, measured by indicators of household income is above
the national average. the largest share in the income structure of the population is taken by the income
from wages – bgn 3466 , which is a relatively low share compared to the average national income of bgn.
the income from business (bgn 587) is higher than the average ( bgn 428 ) for the country. the analysis
of the structure and the volume of household income indicates , that in the south central region there re-
mains a relatively high level of income from pensions and farm household as compared to the income from
wages, which is indicative of a slow pace of development of industrial employment and employment in
the service sector. there is also potential to expand operations and increase income from entrepreneurship
through effective promotion and business promotion of micro and small enterprises.

further development to create the conditions for innovation and introduction of modern information and
communication technologies. the region ranks fourth in the country after the south west, north and south
region in servicing the population with digital telephones
internet access is provided in urban centers. Problems exist mainly in villages where there is still the
level of equipping businesses and households with computers is very low and it is necessary to construct
a public access points to the network / telecenters /. this leads to deepening the territorial differences in
the use of information and communication technology (ict) and affects regional economic growth and
competitiveness. in this context, planning resources for the development of electronic communications
is of crucial importance to overcome regional disparities in access to electronic services and information
society development in the south central region, especially in terms of Pazardzhik, smolyan and kardjali.
Particular attention should be paid to small towns near larger urban centers, which appear to be a suitable
place for development of modern residential areas of detached houses, situated in a natural environment
with a high standard of living.
the modernization of telecommunication transmission networks and the acceleration of the digitali-
zation of local networks in parallel with the economic expansion in the developed and remote areas is
crucial for improving the access to ict and the overall socio-economic environment in the south central
region. it is necessary to increase access and use of networks and services of ict, given the growing role of
information, especially in smaller towns and villages where public access points to information are the only
option for many users. construction of public information systems and ensuring the availability of internet
services for the entire public sector, including easier access for people with disabilities, is a necessary step
towards information society.
CONCLUSIONS FROM THE SOCIO-ECONOMIC ANALYSIS OF THE SOUTH CENTRAL REGION
1. the non-financial sector of the economy of the south central region shows a very good potential for
achievement of an accelerated economic growth and employment growth in the region as a whole. the
specificity of the region is the pre-emptive growth in revenues realized from the micro companies (25.39%)
compared to revenues from sales of large firms (23.69 percent) for 2007, these data confirm the need for
concentration of resources in larger streamlined and competitive enterprises or the creation of clusters in
sectors with high added value.
2. the tourism industry in the south central region is increasingly important for the economic develop-
ment in the region. the south central region has a considerable potential for expansion and diversification
of the regional tourism product and services offered.
3. the south central region can be defined as an area with poor quality of the air. it should be noted that
the bad accumulation is in specific municipalities in the two areas in the region: Plovdiv district- Plovdiv
and stamboliiski and haskovo district - dimitrovgrad municipality. for planning purposes it is important
to assess the real priorities of these communities, since the development of tourism and agriculture is sig-
nificantly affected by air pollution.
4. the discovery of the environmental processing plant for solid waste in the village shishmantsi ,dis-
trict of Plovdiv ,will significantly improve the management of waste both in Plovdiv and in other towns
and vilages in the area.
5. the region has a high concentration of sites with high conservation value. the most important areas
are concentrated in the region of central stara Planina, where is the successfully managed “central balkan”
national park , and in the western and the Eastern rhodopes. for some of the areas covered by natura
2000 network there exist already issued orders by the minister of Environment and water, while others are
to be issued. significant is the presence of protected species and habitats in the region, which are part of
national and international treasure in the field of bio-diversity.
6. in a territorial aspect, the unemployment rate showed a decline in all 28 districts. as the center of the
scr , Plovdiv (6.76%) is one of eight areas in which the unemployment rate is under not only the average
level of the country, but under the average unemployment rate for 2007 for the European union.
the internal regional distribution, however, shows an imbalances and significant deviations from the
average for the area. the main prerequisites for the positive trend in the dynamics of unemployment within
2002 - 2007 are - high economic growth and significant investment, a direct consequence of which is the

reduction of unemployment.
7. the social services in the scr have a relatively well-developed network. here we could report an
increased number of social service establishments ,from 63 in 2005, their number is increased in 2007 to
115, as 69 of them are for the Plovdiv region. as the indicator level of unemployment and social services
provided in Plovdiv region is at a higher level than other areas in the scr, there could therefore be taken
into account the important role and influence of Plovdiv city as an urban center for the surrounding area
and the smaller settlements , and for the development of the region as a whole.
8. the standard of living is above the average for the country , for scr the general income is bgn 7 771.
income from business ncreased from 152 to 587 and are higher than the national average - 428, income
from domestic economy have been increased from 343 to 833 and also higher than the ones for the coun-
try - 624.
9. the density of high-class roads is much lower than the average for the country.
the built motorways and first class roads mainly serve the northern half of the area.
10. the length of major and minor electrified railway lines is 40.2% of the total length of railways in the
region, i.e. lower than average share of that in Eu regions 25-50%.
11. the south central region ranks last in the country as by the ahieved extent of doubling and the
electrification of railways .
REGIONAL STRATEGY FOR SUSTAINABLE DEVELOPMENT
the vision, objectives and priorities of the updated regional development Plan of the south central
region for the period 2009 to 2013 are formulated on the basis of the updated socio-economic analysis and
swot-analysis, where the new territorial scope of the area is taken into account, valid as of 01.01.2007., an
updated draft document for the national regional development strategy for the period 2009-2015., and of
the developed operational programs for the period 2007 to 2013 financed by Eu funds and the new objec-
tives and priorities of cohesion policy.
the regional development plan for the south central region meets the main priorities for Eu develop-
ment and the operational programs approved for the programming period 2007-2013. in this perspective
, the regional plan adopted in december 2005 does not require radical change in the logic of intervention
and direction of development of the region, but on the basis of the already revised document for the na-
tional regional development strategy 2009-2015 and the operational programs identified in the areas of
impact for 2007-2013 ,should be restructured and refined in order to achieve a consistency between the
objectives of the regional policy and the financial instruments for their realization.
the corrections made in the strategic part of the regional development plan ,designed to ensure simi-
larity between the 6 regional Plan about the structure and the emphasis in regional development. the
changes comply with the law on regional development.
changes made to optimize the adopted regional Plan for the development of the south central re-
gion by a group of priorities and focusing on the human and financial efforts. the identifying of the most
important trends is based on the needs of the region taking into account its specificity and development
opportunities.
in preparing the updated strategic part, the focus is stressed on the ability of local authorities, business
and ngo sectors to initiate qualitative changes within the region ,and on the other hand , the adjustments
are consistent with the change of territorial coverage and socio-economic situation.

the south central region - a prosperous European region with a balanced development based on local
resources, a preferred place for living and business with a high standard of living provided by a competitive
economy.

,for the period 2007 - 2013, amounting to Eur 7 531.6 million; 16.89% or Eur 1 272.4 million is the national

• for the south central region for the period 2007 - 2013 there were allocated funds amounting toEur
1 522.9 million, inclusive of & Eur 257.3 million the national co-financing ,Eur 447.3 million from the co-
hesion fund, Eur 200.3 million from the European social fund and Eur 618.0 mln from the European re-
gional development fund;
• the highest share of funds for implementation of the regional development Plan of the south central
region for the period 2007 - 2013 was that of the oP “transport” with 25.72 percent, oP Environment -
23.29% , “regional development” - 20.54% and others.
• in the investment costs there are not included the funds from the rural development Programme,
financed by the European agricultural fund for rural development (Eafrd). for the period 2007 - 2013 the
contribution of the Eafrd total for the republic of bulgaria amounted to Eur 2 609.1 million (excluding
national funding);
• Program funds for rural development are targeted at 264 municipalities in bulgaria, including 68 level
2 municipalities located within the south central region . these are resources that will help achieve the
main goal of regional development for the period, and namely: achieving a sustainable and balanced de-
velopment of regions in bulgaria.
• in allocating funds from the Eu structural funds and cohesion fund for 2007-2013, related to the
south and central region , level 2, have been taken into account recent changes in the programming of Eu
sf and cohesion fund (council regulation l (Ec) no 1083/2006 of July 11, 2006 laying down the general
provisions on the European regional development fund, European social fund and the cohesion fund
and repealing the regulation (Ec) no 1260/1999, the accession treaty with bulgaria (signed on 25.04.2005)
and the adopted Eu financial perspectives for 2007-2013.

the Zone lies 10 km sE of the city of Plovdiv, by the road ii-86 which passes through the towns of
Plovdiv, assenovgrad, smolyan and rhudozem. according to the administrative layout of the republic of
bulgaria, the industrial Zone belongs to the area of the thrace and strandzha geographical region, upper
thracian sub-region, Plovdiv region, in the center of south central region.

founded in the ancient times, situated at crossroads from the East to Europe, from the baltic sea to the

transport roads and corridorsroad ii-86 is the main road to the Zone and the only one to connect the

air transport:
in the close proximity, some 3 km nE of the Zone is situated the international Plovdiv airport. it is the
biggest cargo airport in the balkans from where all big air carriers can transport passengers and goods.
the airport has a taking-off and landing lane which is large enough to be used by airplanes like boeing
767 or bigger ones. there are eight stands equipped for the same type of planes at the aircrafts parking
platform. 24-hours ground and customs services are provided for planes, passengers and freights. for the
needs of the cargo transport there are four warehouses each of 360 m². the airport is also specialized in
handling bulky and oversized freights.
150 km west of the Zone lies the largest nationwide international airport – sofia airport.
railway transport:
Plovdiv region has the thickest railway network in the country. Plovdiv has three passengers railway
stations and another one specialized in freight handling. the access to the railway center Plovdiv is pro-
vided by the nearby industrial zone of kcm 2000 through their own railroad. from there through the main
bulgarian railway lines №1 and №3 a railway connection is made with the ports of bourgas, varna, russe
and lom.

FORMS OF BUSINESS ORGANISATION
bulgarian legislation regulates two principal forms of business organisations:
•
commercial corporations;
•
co-operatives.
they differ in their form of legal organisation and in the manner of apportionment of liability. the com-
merce act makes exhaustive provisions for the following types of commercial corporations:
•
general partnership (sd);
•
limited partnership (kd);
•
limited liability company (ood), incl. single-member limited liability company (Eood);
•
Joint-stock company (ad);
•
Partnership limited by shares (kda).
other forms of business organisation according to bulgarian law are:
•
sole trader;
•
wholly owned subsidiary;
•
trade representation office;
•
co-operative.
among the forms of organisation listed above, the most widespread in practice are limited liability com-
panies and joint-stock companies, in which the members or the shareholders, as the case may be, incur
limited liability for the obligations of the company.
limited liability company (ood)
a limited liability company may be formed by one or more natural persons or legal entities, and in case
the capital is owned by a single person, a single-member limited liability company (Eood) is formed. the
capital of the company may not be less than bgn 5,000 (five thousand bulgarian leva), and the value of a
single corporate interest may not be less than bgn 10 (ten bulgarian leva). the interests held by the sepa-
rate members may vary in size. members are liable for the obligations of the company to third parties up
to the amount of the participating interest they hold in the corporate capital. corporate interests are freely
transferable between members, whereas the transfer of such interests to non-members requires a majority
of three-quarters in value of the capital, i.e. the consent of almost all other members. unlike a joint-stock
stock company, the capital of a limited liability company is not divided into shares, existing in a physical
form as securities. a limited liability company does not have a collective management body (board of di-
rectors or management board), and such a company is managed single-handedly by one or more manag-
ing directors.
Joint-stock company (ad)
a joint-stock company is a corporation whose capital is divided into shares. the liability of sharehold-
ers for the obligations of the company is limited to the extent of the participating interest they hold in the
capital. the structure and organisation of the joint-stock company are regulated in the commerce act, but
promoters are free to agree on such clauses in the articles of association of the company as best suit the
specifics of their needs. a joint-stock company may be incorporated by one or more natural persons or
legal entities, and in case the capital is owned by a single person, a single-shareholder joint-stock company
(Ead) is formed. the minimum amount of capital of the company is bgn 50,000, and the minimum nominal
value of a share is bgn 1. in case a larger nominal value of shares is opted for, it must be defined in terms
of whole numbers.
the capital of a joint-stock company is divided into shares of identical nominal value. the shares are
securities and they can be traded on the stock exchange. Either registered shares or bearer shares may be
issued. both types of shares may be preference. registered shares are transferable by means of endorse-
ment, and the transfer must be entered into the register of registered shareholders in order to have effect
in respect of the company. the articles of association may also lay down other conditions for their transfer.
bearer shares are transferable by means of delivery to the transferee.
decisions in a joint-stock company are made by a majority vote.
Joint venture
a joint venture is a corporation with the participation of resident and non-resident persons. no restric-
tions are imposed on the percentage of the foreign participating interest. the corporation must be incor-

porated in one of the forms of commercial corporation exhaustively listed in the commerce act:
•

after entry in the commercial register at the court exercising jurisdiction over its place of registration, a
joint venture is treated as a resident legal entity and its operation is subject to the provisions of bulgarian
legislation. a joint venture may alternatively be formed by several non-resident persons without bulgarian
participation: once registered under bulgarian law, it will enjoy all rights recognised by the law for domestic
corporations.
wholly owned subsidiary
article 7 of the Encouragement of investment act provides that any non-resident natural person or
association which is not a legal entity may register a wholly owned subsidiary, should the said person or
association have been registered and entitled to carry on commercial business under his, her or its national
law. a wholly owned subsidiary is entered in the commercial register at the court exercising jurisdiction
over its registered office.
the commerce act regulates the procedure for registration of a wholly owned subsidiary. the subsidi-
ary is entered in the commercial register on the basis of a written application which must state:
•
registered office and objects of the wholly owned subsidiary (branch);
•
particulars of the person who manages the subsidiary, and scope of his or her representative au-
thority.
the following documents must be attached to the application:
•
a notarised consent with a specimen of the signature of the person who manages the wholly
owned subsidiary;
•
a copy of the contract between the company and the manager of the wholly owned subsidiary;
•
certificate of merchant registration of the non-resident person;
•
a certified copy of the decision by the competent body on setting up a wholly owned subsidiary
(branch).
the wholly owned subsidiary does not have a legal personality separate from its parent company; it is
part of that company but has a different registered office. nevertheless, the wholly owned subsidiary keeps
business books as a stand-alone merchant, and subsidiaries wholly owned by non-resident persons must
also prepare a balance sheet at the end of the year.
trade representation office
non-resident persons, who or which have the right to carry on commercial business under their na-
tional legislation, may establish trade representation offices in bulgaria, which must be registered at the
bulgarian chamber of commerce and industry (bcci). such representation offices are not legal entities and
may not carry out economic activity. the non-resident person may conclude transactions with resident
persons solely for the needs of a representation office registered by the non-resident, and the provisions of
bulgarian law apply to any such transactions.
the trade representation offices of non-resident persons are mandatorily entered in the bcci trade reg-
ister in pursuance of article 6 (1) of the Encouragement of investment act. in this sense, the bcci decision
on registration of a trade representation office has a constitutive effect. the following documents are re-
quired for registration:
1. an application, completed in a standard form;
2. an official document on the registration of the non-resident person, issued by the relevant competent
authority according to its national legislation;
3. an official document indicating the persons managing and representing the non-resident person, is-
sued by the authority referred to in the foregoing item;
4. a decision of the management body of the non-resident person on the opening of a trade representa-
tion office in the republic of bulgaria;
5. the original of an express notarised power of attorney, granted by the person (or persons) referred to
in item 2 to the person authorised to register and to manage the trade representation office in the republic

of bulgaria, and the scope of the rights conferred on that person. such power of attorney may alternatively
be presented in an originally certified transcript;
6. original specimen (specimens) of the signature (signatures) of the person (persons) who represents
(represent) the company in bulgaria: by right or by express authorisation, notarised or affixed to a special
declaration in a standard form of the bcci before an authorised employee of the chamber’s trade register
bureau;
7. a registration card for the bcci information system, completed in a standard form;
8. documentary proof of payment of a registration fee, according to the tariff of rates of services Pro-
vided by the bcci (the amount may be paid in cash at the chamber’s cash department or may be remitted
to the chamber’s bank account no. 100 030 811 9, code 62196214 with bulbank).
requirements for authentication and legalisation of the documents:
the documents referred to in items 2 and 3, once issued by the relevant competent authority according
to the national legislation of the non-resident person, must be authenticated by:
•
the ministry of foreign affairs of the issuing state and the consular office of the republic of bul-
garia in that state, or
•
the consular office of the issuing state in the republic of bulgaria, with subsequent certification
by the consular relations directorate of the ministry of foreign affairs of the republic of bulgaria (in the
cases where the documents have not been authenticated by the issuing state), or by another consular of-
fice representing the interests of the issuing state (if the issuing state has no accredited consular office in
the country), with subsequent certification by the consular relations directorate of the ministry of foreign
affairs of the republic of bulgaria.
the documents referred to in items 5 and 6, once notarised in the foreign state, must also be authenti-
cated according to the above-mentioned procedure.
after authentication, the documents must be translated by an authorised bulgarian translator and le-
galised by the consular relations directorate of the ministry of foreign affairs of the republic of bulgaria.
if the documents are issued by a state signatory to the convention abolishing the requirement of le-
galisation for foreign Public documents (the hague convention of 5 october 1961) and bear an original
apostille, they do not require any further certification but only have to be accompanied by a legalised
translation into bulgarian language.
other registrations
both bulgarian and foreign entrepreneurs must register their economic activity carried out in any of the
forms of legal organisations listed above:
•
at the relevant division of the registry agency: for assignment of a standard identification code;
•
at the national revenue agency: upon hiring of employees under an employment contract;
•
at the relevant division of the customs administration: in the cases provided for by the law.
the requirements for company registration in bulgaria were revised and streamlined with the entry

Септември е месецът в течение на който се провеждат няколко значими търговски събития
в Република Корея - изложението за екологична енергетика и инженеринг EntEch в гр. Бусан и
техническото изложение buYkorEa в гр. Сеул. Фирмите имат възможност да съчетават няколко
изложения с едно пътуване.
Групата посети и едни от най-популярните туристически дестинации на Южна Корея –историческия
град Гьонджу , втория по големина и значение град в стараната – пристанището Бусан, както и
демилитаризираната зона /ДМЗ/. Южна Корея има сушева граница само със Северна Корея. Това е
демилитаризираната зона (ивица, широка 4 км), която се простира по 38-ия паралел от западния до
източния бряг на полуострова. Хиляди войници денонощно охраняват демилитаризираната зона и
от двете страни.
Южна Корея притежава изключителна природа,разнообразна култура и динамична икономика и
е емблематичен пример за ИКОНОМИЧЕСКО ЧУДО. До 60-те години на ХХ в. Южна Корея била аграрна
и икономически слабо развита страна. От 1962 г. насам са реализирани поредица от 5-годишни
планове, които имали за цел да изградят индустрията на страната с помощта на чужди инвестиции и
помощи, най-вече от Япония и САЩ. Между 70-те и началото на 90-те години на ХХ в. южнокорейската
икономика прави огромен скок - нараства с около 9% годишно. В страната се изграждат огромни
индустриални зони в различни обасти - корабостроене, автомобилостроене, високи технологии,
електроника и компютърна индустрия. По-голямата част от индустрията се развива благодарение на
гигантски предприятия – конгломерати като “Самсунг” и “Хюндай”. Големите индустриални центрове
са разположени по крайбрежието, което позволява чрез флота да се внасят необходимите горива
и суровини и бързо да се изнася готовата продукция. Най-голямото пристанище е Бусан - втори по
големина град в страната след столицата Сеул. Южна Корея работи предимно с вносни минерални
суровини , защото собствените й запаси на полезни изкопаеми са сравнително малко. Изключение
правят суровините за циментовата, стъкларската и керамичната промишленост. Южна Корея няма
собствени находища на нефт, но има силно развита нефтопреработваща промишленост от внос на
суровини. Около 38% от електроенергията се произвежда в атомни електроцентрали.
Брутният национален продукт на глава от населението достигна us $10 000. Едни от най-често
цитираните фактори, които обясняват “Чудото на реката Ханганг” са силна държавна подкрепа,
икономическа стратегия, ориентирана към износ, индустриална политика, която акцентира върху
висшите технологии и създаване на високо квалифицирани специалисти.
