The Indian telecom industry can be primarily divided into
basic, cellular mobile and internet services. As per 2008-09
estimates, the wireless segment hold a major market share of
92 per cent in basic services as compared to the wireline.
Telecom is one of the most promising, highly successful and
the fastest growing sector in India. India is the fastest growing
telecom market in the world, with the addition of over 12 million
subscribers every month in the last year, of which 5 million
were from rural areas. As the economy picks up momemtum,
the chances of Telecom sector performing at a higher peak is
not ruled out.
Facts & Figures
The Indian telecom sector contributes 5.6% of the country’s
GDP. The sector has a multiplier effect on growth because of
connecting the people and business around it. Telecom sector
has marked growth of 103% during fi scal 2008-09. The number
of telephone subscribers in India increased to 525.65 Million at
the end of October-2009 from 509.03 Million in September-
2009, thereby registering a growth rate of 3.26%. With this, the
overall Tele-density in India reaches 44.87.
Wireless subscriber base increased from
471.73 Million in September-2009 to 488.40
Million at the end of October-2009 at a
monthly growth rate of 3.53%. Wireless
Tele-density stands at 41.69. As per Cellular
Operators Association of India, the average
revenue per user (ARPU) for All India shows
a decline by 7.98% during the April to June
2009 quarter in comparison with Jan to
March 2009 quarter.
Sectoral Investment
The sector attracted USD 2558 million
FDI in 2008-09 as compared to the USD
1261 million in 2007-08, which is about
10% of the total FDI infl ow in the country
during 2008-09. The private sector and
MNCs invested Rs 1,88,499 crore in the
telecom sector in rural areas during the last
fi scal. The investment by the private sector
in the telecom space for the year ended March 2007 stood at
Rs 1,05,448 crore.
Digital Divide
In many of the cities in India, the tele-density has touched
100% mark, but the same is not the case with the rural area.
The tele-density for rural area is just 20%. The higher cost of
setting up infrastructure and expectation of low average
revenue per User (ARPU) is discouraging many of the players
to go for a bigger rural push. But the market potential for the
rural areas is immense. The treatment required for rural market
has to be innovative and requires combined efforts of
microfi nance companies and telecom service providers to
promote the usage of mobile telephony at a lower and
affordable cost backed with an easy access to fi nance the
handsets. Recently, while inaugurating the valedictory function
of Telecom India 2009 in New Delhi, Dr. Manmohan Singh,
Prime Minister of India has called for doubling the rural teledensity
in the next three years.
The Government of India is making attempts to bridge the
digital divide. To spread the reach of telecom connectivity,
about 5.6 lakh villages have been provided with Village Public
Telephones (VPTs) in the country covering more than 95% of
the villages. Under Universal Service Obligation Fund (USOF),
subsidy support to additional 60,000 newly identifi ed villages
is being provided to set up VPTs.
Tariff War
The telecom tariffs in India are among the lowest in the
world. The per second billing is the latest buzz word to attract
potential customers. Tata Docomo initiated the one paise per
second billing tariff war and have literally forced the other
players to take note and act. MTNL has gone one step ahead
and is offering half a paise per second billing option. The per
second billing plan appeals to those customers who prefer
making shorter duration calls. Telenor is offering its services at
29 paise per minute. Each passing day is bringing out a fall in
the tariff structure and the operating margins are getting eroded

future can only put a brake to the ongoing tariff war.
Broadband Access
The total Broadband subscriber base has increased from
7.22 million in Sept-09 to 7.40 million in October-09, thereby
showing a growth of 2.49 %. The access to broadband in
India is easily available mainly to the urban folks. The access
to information and opportunities is therefore centred mainly in
urban areas. To bridge this digital divide, the Government of
India has decided to implement a massive programme of
broadband for all, under which all the 250,000 gram
panchayats in India will be provided high speed broadband
connectivity latest by the year 2012. The expected benefi ts
are many. The farmers in remote villages can easily know the
prevailing prices in the mandis nearby. The concept of telemedicine
and tele-education can be introduced to the rural
population. This will have long term positive effects on the
country as a whole.
3G and BB Wireless Access Services
The auction of spectrum for 3G and Broadband Wireless
Access services will be conducted very shortly. Currently,
BSNL and MTNL are providing 3G services in select cities only.
The 3G and Broadband Wireless Access service by private
players will initiate the next round of telecom revolution in the
country. The data services will be available to a wider section of
consumers and provide a fi llip to broadband on wireless.
Customer Focus
The competition in the telecom sector is hotting up every
passing day. The companies are trying to lure customer
through various schemes and freebies. Customer centric
approach is the norm of the Industry. Even the Government of
India is taking steps to protect the consumer interest. Mobile
Number Portability is very much on the cards and will be
implemented shortly. With this the mantra that the ‘Customer
is King’ will become reality. The customer will be able to
change his/her service provider without having to surrender
his mobile phone number. This would encourage telecom
companies to improve the quality of their service to retain
their customers.
R&D Efforts
To develop next generation networks and promoting green
technologies in Telecom sector. The Department of
Telecommunications has set up seven Telecom Centers of
Excellence in PPP mode to support number of R&D projects in
India’s premier institutes like the IITs, IIM Ahmedabad and the
Indian Institute of Science, Bangalore.
Telecom Equipment
The growth of telecom manufacturing is moving at a slower
rate. To put this on fast track, the Government of India has
decided to allow 100% Foreign Direct Investment in the
manufacture of telecom equipment along with announcement
of various fi scal incentives to attract potential investors. It’s a
long road ahead for India to be identifi ed as a global
manufacturing hub for telecom equipment. As per IBEF, the
Telecom equipment market for 2008–09 was US$ 24.99
Future Outlook
The Indian telecom Industry is the 2nd largest wireless
market in the world With a total wireless subscriber base of
over 500 mn at present, it is targeted to reach 771 mn by 2013.
As per Fitch Ratings the subscriber growth is expected to grow
at a CAGR of 25%-30% over the next three years to FY12 as
against a CAGR of 44% during FY07- FY09. According to the
CII Ernst & Young report titled ‘India 2012: Telecom growth
continues’, the telecom services industry revenues is projected
to reach US$ 54 bn in 2012 as compared with US$31 bn in
2008. The urban markets in India are saturated and the window
of opportunties lies in the smaller towns and rural areas. The
value added service (VAS) market in India has a great potential
for growth and revenue to telecom access service providers
and content providers/ content aggregators. The revenue from
this growth potential is expected to reach above INR 250 billion
by the year 2009-10 and more than 30% of the revenue of the
telecom access service providers in the next 5-7 years.

Opportunities Galore
Teracom bags 3G Data Card
Teracom has bagged an order from BSNL under competitive bidding.
The contract is worth Rs 40 crore and comprises supply of 2.25 lakh
USB (Dongle type) data cards. 3G data cards would help users in
video streaming applications like Live TV, movie downloads and high
speed data download on mobile phones.
Network expansion in Bihar
The state-run telecom operator BSNL plans to expand its network in
Bihar by installing 2000 mobile phone towers in the next two years.
Broadband Retail Tie-up
Telecom service provider Reliance Communications plans to tie up
with mobile phone retailer Univercell to market wireless broadband
service in Tamil Nadu. As part of the arrangement, the Univercell
would retail Reliance Netconnect Broadband Plus in all the 42 stores
in Chennai.
Global hub for wireless broadband technology
Motorola of US is gearing up to make its Indian research activities a
global hub for wireless broadband technology. The company is
drawing up a blueprint which will entail a signifi cant expansion in
investment, research capabilities and headcount for such research in
S-Tel Mobile Telephony Service
Telecom operator S-Tel has achieved fi nancial closure to fund its 2G
mobile telephony service project with an outlay of Rs 2,000 crore. The
promoters Siva Group and Batelco contributed an equity capital of Rs
1,253 crore. The bank consortium comprising IDBI, SBI, Canara Bank,
Punjab National Bank, Central Bank of India, Allahabad Bank and
Bank of Baroda has extended Rs 953-crore line of credit valid for a
nine-year period at 12.75% interest.
Wireless Solutions
Kavveri Telecom Infrastructure Ltd. has signed a long term agreement
for ten years on BOL (Build, own, operate and Lease) basis with one
of the major pan-India cellular operators, for the Inbuilding Wireless
$5.5 billion investment planned
Aircel Ltd currently has coverage in 18 circles and aims to expand its
services to all 23 circles in India by mid 2010. The company plans to
spend $5.5 billion over the next three to fi ve years to expand network
and coverage in the country.
Idea Cellular plans for Assam
Idea Cellular has announced the launch of its 2.75G EDGE-enabled
GSM network in Assam. The mobile operator plans to double its
network to 500 cell sites and aims to cover 19 districts, including 56
major towns and over 1,400 villages in Assam, by March 2010. The
company plans to invest around Rs 200 crore in the Assam circle
during the current fi scal.
Optical Fibre Network for Defence
The Telecom Commission (TC), the decision making body of the
Department of Telecommunications (DoT), has approved Rs 10,000
crore project for setting up of optical fi bre network for defence
Telstra plans to re-enter Indian Telecom Space
Telstra, the Australian communications major, is planning to
re-enter India’s telecommunications services space after several
years. Telstra Holdings, a 100 per cent subsidiary of Telstra,
has applied to the Foreign Investment Promotion Board (FIPB)
for increasing its stake in the Indian company, Telstra
Telecommunications, to 74 per cent from 49 per cent. Telstra
Telecommunications is a joint venture company in which
Microland Investment from Indai has a 51 per cent stake and
Telstra Holdings has a 49 per cent stake. The company plans to
offer national (NLD) and international long distance (ILD) services in
India. It also plans to acquire an internet service provider (ISP)
licence in India.
Mobile Handset Unit at Baddi
Spice Mobile plans to set up a manufacturing unit for mobile devices
at its Baddi unit in Himachal Pradesh. The company has earmarked
an investment of Rs 100 crore in this regard. This unit will churn out
mobile handsets from March 2010 onwards.
